Pre-Valuation Status, Workflow and Construction work

We've just enabled a feature to improve our internal processes around sourcing documentation for construction jobs.

Here's the detail, and how it affects LIXI, and how it improves what we record for a Valuation Firm SLA.

Pre Valuation Status

The concept of 'Pre Valuation', is that this new status is applied to Valuation Records, when Valuation Exchange needs to perform a function on the valuation record, prior to the Valuation Firm being able to set an appointment/complete a report.

Valuations will now be directly allocated to you when the request is placed on ValEx (rather than ValEx holding the request internally until the documents are received). This will allow you to view the upcoming requests, soon to be available for you to action.

Once the Valuation is assigned, it will be 'locked' in Pre Valuation Status, until Valuation Exchange uploads the building pack for you.

Once Valuation Exchange sources and uploads the building pack, the Pre Valuation Status will be ‘completed’ and the Valuation will be ready to action and complete. Only Valuation Exchange can complete the Pre Valuation Status.

Notifications

If you are a Lixi Valuation Firm, you will be sent two notifications, a message when a Valuation Request is placed that is in the Pre Valuation Status – highlighting for you that you should not action the Valuation Request until the Documents have been sourced (as this is unable to be sent through with the packet request to your VMS at this stage. You will also receive the notification once the Valuation has completed the Pre Valuation Status – giving you to go ahead to now complete the request.

SLA Reporting

When a Valuation is in Pre Valuation Status the SLA clock has not commenced, as this time is allocated to Valuation Exchange sourcing the documents. Once the Valuation Request has completed the Pre Valuation Status then the clock will commence the 48/72 hour SLA – which is reported against the Valuation Firm/Valuer for performance.

Progress Inspections

We will be supporting ProgressInspection valuation types as of 11th November 2008. Our test site will support ProgressInspection as of October 18th 2008. We encourage valuation firms that intend to support progress inspections to begin testing against our test site.

Note that any nodes such as those under ProgressCompletionDetails may be left blank to allow schema validation to pass if we do not parse them.

LIXI Mappings for Progress Inspections

  • ProgressInspection/ConstructionProgress is sent in our request. We also parse it from valfirm's response. If no changes are required, ConstructionProgress should contain the same values as in our request.
  • ProgressInspection/ProgressCompletionDetails is NOT sent on our request. We expect it in the valfirm's response.

Builder's Invoice Provided

We look for //ResponseSupportingDoc[@DocType='Other' AND @DocAttached = 'No']/Description = "BuilderInvoice" to determine if a building invoice has been provided.

Where the Valuer selected that the Builders Invoice has been provided, it will be mandatory for the Valuer to complete all of the Report Fields.

Note that (even when a builders invoice has been selected as yes, and thus the fields are mandatory) the Cost to Complete is able to be left as $0 on a Final Inspection and a Previously Drawn is able to be left as $0 on a 1st Inspection or Final Inspection (in case that is the first time the valuer has reviewed it).

Payment Type

The payment type is determined by the service type. For progress payments, the service will be Progress Inspection. For final payments, the service will be Final Inspection.

Inspection Number

An enumeration 01..09. Inspection Number is not rendered in our reports and is purely for convenience.

This is a percentage value that represents construction progress.

TBE Builder Related Party

After some discussions with lixi and our users about Building Modification Details, we're implementing the TBE builder information in the following way.

This functionality should be available as of October 31st and on our test site as of October 18th.

Our first preference will be to look at:

First; check if //FullRegistered/BuildingModification/@RelatedEntityRef exists; and read the relevant related party.

Second; if it is unavailable, check for //Costing/Construction[@ConstructionBasis="RegisteredBuilder"]

For maximum compatibility, we suggest valuation firms implement both scenarios.

MarketValueAsIfComplete, As If/Is Complete and TBE reports

If you need to tell ValEx if your valuation is done on an existing property, or one being built, you want to use the //ValueComponent/MarketValueAsIfComplete/Description element.

ValEx will look for the wording "As If Complete" in the Description node, otherwise assume the valuation is done on an As Is Complete basis.

ValSubType and SubTypeNote Service Mappings

Valuation Exchange facilitates a number of services on behalf of a lender or mortgage manager. Broadly speaking, they are all requests for a valuation firm to conduct a valuation and return a report. However, some specific products have specific processes which are associated with them. For instance, an Elite valuation or a Top Up valuation require slightly different steps to complete appropriately.

Terms

Within the ValEx user interface; there are:

  • Product Type - a process used to complete a valuation report or other assessment, and the output - for instance, a Business Rules decisioned AVM.
  • Service Type - a process which produces a valuation report.
  • Valuation Type - a particular variant of a service type for the valuer (Shortform, Longform reports only)
  • Transaction Type - why the service is being requested (similar to Valuation Type)

Product Types

Typically flagged with a job note (\\DetailedComment) where required.

  • Elite - renders "Elite Valuation Request"
  • Business Rules
  • Standard

Service Types

This document explains how we parse and render SubTypeNote and ValSubType, which is related to our Service Types. SubTypeNote is found:

ValSubType is a required attribute and is found:

  • //FullRegistered/@ValSubType

How we parse ValSubType (from clients)

ValEx parses ValSubType, SubTypeNote and //RealEstate/@Construction to determine the service type when a Client orders a job via LIXI. Please note that if the supplied SubTypeNote matches directly against a ValEx Service Type, that Service Type will be selected regardless of the ValSubType and SubTypeNote fields. \\SalesEvidence[@OverallComparability] and \\SalesEvidence[@OtherSimilarity] - we would merge the two together if both were present.

We are changing that behavior around the start of October (Friday 3rd).

Now, we'll be only looking at \\SalesEvidence[@OtherSimilarity] - a string.

You can still specify both of the attributes if you want, however please do check that the OtherSimilarity attribute holds the comparison to subject property comments.

Common errors and error messages

Connection Errors (SOAP)
Either end of the systems is unavailable - you can't connect to anything.

The people to fix it are usually IT.

"Missing" information transferring from your system to ValEx
Usually this is going to happen because of:

  • There's something about this property which is extra / different from the large majority of others
  • The valuer wasn't required to fill it out at your end, but ValEx wanted them to
  • ValEx IT broke something
  • There was some client requirement which wasn't clear at your end (see previous).

The quickest way to fix the majority of these is to log in to ValEx itself and see what fields are missing.

For instance, if your valuers know they filled it in in your system and it didn't come across, raise it with both IT departments. Putting in a job note (valex system) doesn't hurt either.
Or if it's a case of the valuer put in something quite sensible at your end and we've put it in a different/confusing place; certainly raise it with both IT departments.
We'll get actual valuers who know what's going on at either end to guide us to the correct outcome.

Information that is correct, but in the wrong order
Sometimes jobs can be reassigned, cancelled, assigned to a valuer twice, or completed and more information is sent - ValEx will usually give you a bit of an error if it notices this.

A valuer is already assigned, can't go back to an accepted state
ValEx models "I want to do this job" and assigning a valuer as the same event - other systems don't.

To work around that, when you accept a job, we assign it to a valuer named "Office Valuer".
If you try to accept a job twice; the system gives you an error - you've already got it assigned to you.

Job is not allocated to your valfirm, please contact ValEx Team for further information
Someone has reassigned the job to another valuation firm - they should have also given you a phone call or email beforehand.

Valuer Not Found
ValEx couldn't find the right valuer identifier, so it tried looking up by name, email and phone number.
It still couldn't work out which valuer you wanted.

To fix:
Use the Valuer CSV export feature to get the right Valuer ID (http://developers.valex.com.au/?q=node/47).

Unable to change job because of existing state:
This job is currently in a state where you can't perform the action on it.

For instance, the job is marked as complete, so you can't further alter the details (Fix: Contact ValEx to lodge a post valuation query / amend the report)
Or the job is marked as 'logged', and you haven't accepted it / assigned a valuer.

You need to put some comments in
This usually happens if you add a delay to a job without putting in a brief explanation. We're fixing the wording of this one soon.

Please give more information
You are declining / rejecting a job without adding a comment. We're also improving the wording of this.

Unknown sales suburb detected
We can't recognize the combination of suburb name and postcode.

If you have a quick check of Australia Post, and your information is correct, let us know and we'll add a new one.

We are generally pretty up to date and import their information regularly.

Recent sale is not currently under contract, must enter a valid date
This happens when a job has a Contract Price, but the information provided back doesn't include a Contract Date; or you haven't indicated that it is currently under contract.

Identifiers from ValEx for RelatedParties and others

ValEx has a number of identifiers it uses in the //RelatedPartySegment/RelatedParty/Identifier section.

The most common ones you will encounter are:

VXV-001234: A valfirm ID, representing a Valuation Firm
VXF-001234: A funder ID, representing a Funder organization
VXCL-001234: A client ID, representing a Client/Mortgage Manager organization
VXVLR-000012: A valuer ID, representing the Valuer completing the valuation report
VXA-000012: An authorising valuer ID, representing a valuer who is an authorising signatory for the valuation report
VXJ-000000001234: A job ID, representing the process of a Valuation in ValEx

We strongly encourage implementers to avoid using raw strings like company name.

As an example, if person is married or a company acquired, this can break the existing functionality quite easily.

It is also worth noting that we tend to parse things which are //Identifier[@Type="VPMAssigned"]

RP IDs

ValEx renders an identifier from rpdata.com.

This is found in //RealEstate/Identifier[@Description="RP ID" AND @Type="VPMAssigned"]/@UniqueID when it is available.

Newer version of valfirm specific XSD - 1.3.6

A quick note to let our users know there's a slightly different version of the valuation firm LIXI schema.

We've simply added in a new //FullRegistered[@ValSubType], CheckVal (for check valuations).
